I Suggestion that exports of Indian Opium for the purpose of smoking should be reduced by 10% annum all round.
The first of a series of International Conferences which have been arranged to take place in Europe next year is to consider the effective application of the provisions of Chapter II of the Opium Convention 1912, which reads as follows:-
"The contracting powers shall take measures for the gradual and effective suppression of the manufacture of, internal trade in, and use of, prepared opium... with due regard to the varying circumstances of each country concerned."
Various suggestions were received from local Committees by the League last Spring and referred to the Advisory Committee on Traffic in Opium for consideration. Reports have been received from HK & Malaya.
In the circumstances, the adoption of the suggestion is considered feasible. It is understood that the reduction would have effect; but would be protested by some and would have undesirable results on the other hand.
